This circuit is DC - DC converter which can up voltage from 12VDC to 15V / 18V / 20V / 22V / 24V  selection by Jumper and has POT to adjust the accuracy , give max current at output 3A, can be used both in Car application and other.

Example: Car Pre-amp need 24VDC - GND, but Bettery in car give only 12VDC, this board can up voltage to 24VDC for your application. Or use in the lab, when you want to increase voltage from existing single power supply 12VDC to 24VDC.
